If you've ensured that your Wi-Fi network isn't the problem, your internet connection is the next thing to check. Even if your Wi-Fi network is working, Skype won't connect if your Mac can't connect to the outside world. Do websites load in a web browser? Are they slow? If they are, your broadband connection might be slow, which could be causing a problem for Skype. Check your broadband provider's network status to see if there are any problems in your local area.

If I enter my name and click "Join the meeting" my browser downloads SkypeForBusinessPlugin.pkg (md5sum = a4958d5aa5c7dbe17774bcd6e4492106). I can run this and choose to "Install for me only". After installation I see a new plug-in in /Library/Internet\ Plug-Ins called SkypeForBusinessPlugin-15.8.bundle, so the installation is apparently successful. When I go back to the same page after installing the plugin, I am either prompted to install the plugin again, or I get this error message:

This will lose the menu at the top of the screen so is a partial workaround. Webex (Webex Teams) is easier to get working.An easier and a more confirmed way to get it to work is to run Webex Web app in the browser instead of the desktop app. Open the URL for your meeting, select Cancel when prompted to "Open Cisco Webex Start?", click "Join from your browser", login and select the OBS Virtual Camera.
This cannot be stressed enough, but while you do not need to fully disable SIP to have DAL plugins start working (which is good), DO THIS AT YOUR OWN RISK as it could bring security implications for your entire system.
